I'm currently on lesson 3, dimensioning. My question is; when I dimension my rooms, are the dimensions supposed to add up to the outside perimeter or do I account for wall thickness for each rooms measurement?

for example, on 1 story lessons; when I dimension bedroom E (vertically) will I write 9'-10" because I'm taking into account the 4" wall thickness on each side? or will I dimension it as its original 10'-6"?
Actually let me reword this. I figured out the perimeter dimension part, however when I dimension the interior (such as closets, bath, rooms, etc.) do I dimension them with wall thickness? for example; when I dimension room "E" horizontally the original dimension is 10-10 but if I dimension it by the interior will it be 10-4 to the closet because I take into consideration the 2" for the closet wall thickness and the 4" outside wall thickness?

I hope I'm asking this clear enough. Thanks.
That depends on the dimension style braincramp. If it is centerline dimensions, the only thing you take into account is the center of the walls and the perimeter. If it is side dimesnsions, all you are considering is the side of the wall at 4" as this is actually the place where the framer places the stud wall.
